### Description
On our staging environment, I can see that we have the following ACLs configured:
- quotas/read on `/` granted to anyone authenticated with 'bbp' or 'GitHub'
If I go to a Project page and open the Statistics tab, I get the following message:
`No Data. You don't have read access to quotas. Please contact the Administrator for access.`

Start at the Project page's Statistics tab and reproduce the issue with quotas/read granted on `/` to the stated authenticated groups. Check why the tab reports missing quota access despite that ACL; done means authorized users can view the quotas without the incorrect access message.
