**Motivation**
Two buttons currently in top section listing dashboard and workspace actions. Create popover with two items that reveal actions. Popover -> Dashboard / Workspace -> edit, add, remove
**Acceptance criteria**
1. Workspace actions and dashboard actions in one menu with submenu for each's actions
