Search - Make the columns dynamically resizable

When there is a lot of text in cells, it would be useful to be able to resize columns (like you would in a spreadsheet).

**Acceptance Criteria**
- a user could mouse over and see a resize icon
- Dragging the edge of the column header would alter the size of the column
- The column sizing should remain when navigating result pages.

**Not in Scope**
- saving the column size in saved searches (let's get feedback from users first)

Review duplicate issue #2751 and locate the Search results table and column-header implementation first. Verify hover and drag resizing, then confirm the chosen widths remain when navigating result pages without adding saved-search persistence; done means all acceptance criteria work in the Search view.
