PROJECT: LBTCftCL Update Learning Bitcoin for 23.0

The last major revision of Learning Bitcoin from the Command Line came with 0.20, and there are numerous updates since then that should be incorporated into the course.

This TODO codifies all of the most likely updates:

This project could be done piecemeal, as every update from that list would be helpful to the course. Also, of course, if I missed anything we'd love to see other updates from 0.21, 22.0, and 23.0.
