Start from the reported stack trace and inspect package:flutter_cache_manager/src/storage/file_system/file_system_io.dart, then reproduce the cache operation on Windows using the shown URL path. Done means the operation no longer attempts to use an invalid Windows directory path and completes without the reported FileSystemException.
