Allow Labor Office to Access Department Allocation History

Description:
Labor Office administrators should be able to access department-specific information by navigating through Admin → Manage Departments and selecting an individual department. From the department view, administrators should be able to download allocation history for a selected academic year.
This provides administrators with the same allocation visibility available to departments while maintaining centralized administration.

Requirements:
Allow navigation:
-Admin
-Manage Departments
-Select Department
Add an Allocation History download option when clicking the dropdown download so they can either download the current allocation or allocation history which also should be current + history)
Export as Excel where the excel will have either tables or tabs of each academic year.
Maintain department context while viewing information.

This functionality is specific to Labor Office administrators.
Accessing this functionality through the existing Manage Departments workflow rather than a separate page.

Inizia dal workflow esistente Admin → Manage Departments e traccia il modo in cui la selezione di un dipartimento apre la relativa vista e le opzioni di download del menu a discesa. Aggiungi l’opzione della cronologia delle assegnazioni riservata a Labor Office, preserva il contesto del dipartimento ed esporta i dati dell’anno accademico corrente e di quelli precedenti come schede o tabelle Excel; verifica sia i download dell’assegnazione corrente sia quelli della cronologia.
