Create Current Department Allocation Page

Description:
Departments need a dedicated page for viewing their current labor allocation in detail. Unlike the summary card shown on the Department Portal, this page should present the department's allocation broken down by allocation category and terms of the current academic year.
The page should provide both the total contracted allocation and its distribution across Fall, Spring, and Break allocations, allowing departments to understand both overall capacity and term-specific usage. (** need a figma page for this page set-up**)

Requirements:
Create a Current Department Allocation page.
Display current Academic Year.
Display total allocated positions.
Display total allocated break hours.
Expand allocations into:
-Fall
-Spring
-Thanksgiving Break
-Winter Break
-Spring Break
-Summer
Display contracted allocations and current utilization where applicable.
Allow navigation from the Current Allocation card.

This replaces the earlier concept of only showing allocation history.
