Garbled UI on LSF website for narrow screens

## Two separate UI problems:

## 1) The "devcontainer-fluid" field incorrectly wraps on top of the "entries per page" dropdown when the window is narrowed:

## 2) Occasionally, when the Form Search dropdown is expanded, the Limit Form Status and Limit Form Type checklists wrap on top (sometimes below) of the sorting options:

## For the 2nd problem, it seems to happen after a fresh start; after navigating the website for a while, the wrapping problem went away.

Start by reproducing both narrow-screen problems on the LSF website, including a fresh start and later navigation, and compare the normal and narrowed layouts shown in the issue.
