Deprecate CLI Command 'add-telemetry'

This command will no longer be supported in the future, we will start the work to deprecate it as the `configure` command will take its place.
The first step is to remove the command from the `--help` flag. And add the following message when it is used `Deprecation message: "The add-telemetry command is deprecated, use dab configure for complete support".`
