Possibly allow autoscale to use load_formula for packing vs scatter in autoscale

Descripción
We assume packing behavior regardless of load_formula, so that we don't autoscale over-aggressively. We may want a flag in autoscale.json to allow 'forced' spreading of work when calculating autoscale.
