Local/In-Memory Agent Execution Mode for Development with Azure AI Foundry SDK

When using the Azure AI Foundry SDK (azure-ai-projects), running agent code automatically registers and makes agents available in the Azure AI Foundry portal.
Problem
During local development and testing, I don't want agents to be created/visible in Foundry. This creates unnecessary clutter and makes it difficult to iterate quickly without polluting the Foundry environment with test agents.
Is there a way to have local or in-memory execution of agents during development, where agents are only registered and made available in Azure AI Foundry when explicitly deployed or hosted?
