[breaking change detector] MSG optimization for breaking that optional property is changed to required property

- old changelog tool report: "Parameter location of model WebPubSubResource is now required"
- new changelog tool report: "Method `TrackedResource.__init__` removed default value `None` from its parameter `location`"

Compared these two kind of format, I think the old tool is more clear about this breaking.
