[FEATURE REQ] Can the Azure Java API support creating/managing virtual network peers between different subscriptions under different Azure Active Directory tenants?

**Query/Question**
Can the Azure Java API support creating/managing virtual network peers between different subscriptions under different Azure Active Directory tenants?

***Why is this not a Bug or a feature Request?***
The examples and documentation mention that peering is supported for networks under the same subscription, so trying to see if between different subscriptions under different Azure AD tenants is supported or not. I see that with some coding that this is possible through the Azure REST API, but would like to use the Java API for this instead if possible.
