update web app api get Error because tag messed up

### Actual behavior
api usage code snippet:
```
update.withJavaVersion(mojo.getJavaVersion()).withWebContainer(mojo.getJavaWebContainer());
update.apply();
```
```withJaveVersion``` and ```withWebContainer``` use the same setting with by web app, then I get the error message;
[ERROR] Failed to execute goal com.microsoft.azure:azure-webapp-maven-plugin:1.3.0-SNAPSHOT:deploy (default-cli) on project windows-jar: The request content was invalid and could not be deserialized:** 'Unexpected character encountered while parsing value: {. Path 'tags['hidden-related:/subscriptions/2085065b-00f8-4cba-9675-ba15f4d4ab66/resourcegroups/qisun/providers/Microsoft']**', line 1, position 144.'. OnError while emitting onNext value: retrofit2.Response.class -> [Help 1]
