update web app api get Error because tag messed up

api usage code snippet:

update.withJavaVersion(mojo.getJavaVersion()).withWebContainer(mojo.getJavaWebContainer());
update.apply();
```
```withJaveVersion``` and ```withWebContainer``` use the same setting with by web app, then I get the error message;

Is there any tag issue related regression?

Start by reproducing the Maven plugin deploy goal with the shown update.withJavaVersion and withWebContainer calls on SDK 1.11.0, then inspect the web app update path that emits tags. Compare the behavior with the earlier issue #1755; done means the two settings no longer create malformed tags and deployment succeeds.
