Spec regeneration overwrites package-info.java file erasing package documentation fixes

We need to add a parameter to api-spec file which can be used by autorest during this file regeneration

Start by locating the api-spec file, the Autorest regeneration configuration, and the generated package-info.java file. Determine which regeneration parameter controls preservation or generation of package documentation, then verify that regeneration no longer erases the documentation fixes in package-info.java.
