Add Java support for Azure SQL trigger for Functions

There is a handy feature Azure SQL trigger for Functions, however it is only supported when the function is written in .Net.

Start with the linked Azure SQL trigger documentation and inspect the Java worker's existing trigger and binding support. No implementation files, entry points, or tests are named in the issue, so first identify how Azure SQL triggers are represented in this repository. Done would require agreed Java support for the trigger and corresponding validation, but the scope is not defined here.
