[Question] - Can we publish the extracted artifacts to APIM workspace?

### Question Details

I have extracted the APIM configurations using apiops and able to publish to the APIM instance. when trying to publish the same artifacts to target APIM workspace getting error.
Write-Error: Publisher failed with code 134. Output: 
2025-06-17T13:42:44.8990835Z ##[debug]Exit code 1 received from tool '/usr/bin/pwsh'

### Expected behavior

I should be able to publish the artifacts to target APIM workspace

### Actual behavior

not able to push the artifacts to target APIM workspace, getting error

### Reproduction Steps

Created ADO pipeline to publish the artifacts to APIM workspace

Inizia riproducendo la pipeline ADO con apiops v6.0.2-alpha.1.0.3 e gli artefatti estratti su un'area di lavoro APIM, quindi esamina l'output del publisher relativo al codice di errore 134. Il lavoro è completato quando gli stessi artefatti vengono pubblicati correttamente nell'area di lavoro APIM di destinazione senza l'errore del publisher.
