Who is responsible for 'azureml.training', support for Python 3.6

描述

I am using Azure AutoML and exported a module, which i tired to use Local and in Azure NB directly.
Please add in the documentation who is responsible for 'azureml.training', there is no direct pip module for that.

```
!pip show azureml.training
WARNING: Package(s) not found: azureml.training
```

```
import azureml.training
print(azureml.training)
```

I am not able to use it in Python 3.6 but it is available in Python 3.8, but i am not sure where it is loaded from. Does this come from 'azureml.training.tabular'?
