Issue with creating Service SAS for a container with ARM template

Hi,
I am trying to create Service SAS using ARM template for one of the containers with read permission and Jan 2050 as expiry. Runs successfully but I do not see any change in Portal.

Here is the arm template:

Start with the inline ARM template, especially the serviceSasFunctionValues variables and the listServiceSas output. Reproduce the deployment and compare its output with the expected Portal behavior; the issue is complete when the missing change is explained and a corrected template or documented limitation is identified.
