Can't get to Azure Local in any existing Subscription or Tenant

Description
Hi,
I have multiple customers that want to try and deploy Azure Local, however its not in any of the Tenants US or Canada.
They all show 2408 in the preview download of Stack HCI
I have not found a preview registration forms either.
How do we get enabled.?
- Is there a (Subscription Registration Provider) or Migration Path to enable to get 2411 ?
- Create a New Subscriptions?
How do you get Azure Local?
Existing Azure Stack HCI users: Azure Stack HCI admins can get Azure Local in a seamless way by applying the latest updates
New Deployments: **Azure Local is now GA with version 2411** and Microsoft considers it ready for production use
Evaluation: You can use Azure Arc Jumpstart as a virtual sandbox for exploring Azure Local
