Set Variable activity runs even when skipped

The scenario is that when a pipeline is created with a 'Set Variable' activity followed by other activities it works as expected. However, if your pipeline fails at a later activity and is the 'Rerun form Failed Activity' all previous activities are skipped except those from the failure point but despite the 'Set Variable' stating it was skipped it actually resets the variable.

Not noticeable if you are setting something static but if for example you set it to the runID, each time you rerun the pipeline the variable will change even when the activity is skipped.
