Unable to send query params in OIDC redirect

**Which version of MSAL 4J are you using?**

1.14.3

**Repro**

```java
AuthorizationRequestUrlParameters parameters = AuthorizationRequestUrlParameters
.builder(Config.REDIRECT_URI , Collections.singleton(Config.SCOPES)).responseMode(ResponseMode.QUERY)
.prompt(Prompt.SELECT_ACCOUNT).state(state).nonce(nonce).extraQueryParameters(parametersMap).build();
```

**Expected behavior**
REDIRECT_URI should accept query params.

**Actual behavior**
REDIRECT_URI doesn't query params.

**Possible solution**
Please provide a fix for accepting query params.
