[User Story] - Add support for running adk on Azure

**Description**
Provide support to implement agents using Google ADK . We have to upgrade adk version to a released package >= 0.3.0 which contains the bug fix I've provided to langchain4j:

**Current Behavior**
There is already a branch with implementation available here:
https://github.com/Azure-Samples/agent-openai-java-banking-assistant/tree/google-adk-java.
It was originally based on a nightly build not released.

**Acceptance Criteria**
- [ ] adk implementation remains on a dedicated branch
- [ ] adk-java maven dependencies is updated to 0.3.0
- [ ] Account, Payment,Transaction agents work with no regression

Start with the existing google-adk-java branch and locate the Maven dependency configuration. Update the adk-java dependency to 0.3.0 while keeping the implementation on a dedicated branch. Verify that the Account, Payment, and Transaction agents continue working without regression.
