Embedded image hangs application in HtmlToolTip

If I render the image in the HtmlToolTip control (winforms) using this code below, my application hangs.

There is no problem with other embedded images or when this image loads from direct link (from server).
In HtmlPanel this code loads with no problem.

Start by reproducing the hang in the WinForms HtmlToolTip control with the supplied embedded JPEG data URI. Trace image rendering from the HtmlToolTip entry point and verify that the application remains responsive when the image is rendered.
