AntennaTracker ArmingFeatures tests are disabled

I've disabled the ArmingFeatures tests on Tracker; the first thing these tests to is try to get `ARMING_RUDDER`, which doesn't exist on Tracker.

Start by locating the disabled ArmingFeatures tests and the AntennaTracker arming-feature setup, then compare the requested ARMING_RUDDER parameter with the parameters available on Tracker. The work is done when the relevant tests are enabled and run successfully on Tracker SITL without requiring ARMING_RUDDER.
