1.39 Beta version cannot use battery calibration

**Describe the bug**
Unable to use calibration mode. In the 2/5 stage of calibration mode, it is not possible to discharge to 10%, and charging and discharging will be paused at 11%. Need to unplug the charger and manually discharge to 10% 。

After unplugging the charger, reduce the battery level to 10%, and then plug in the charger again to continue the calibration mode

Start by manually triggering Calibration mode and reproducing the stage 2/5 pause at 11%. Then locate the calibration-mode logic and trace how charging and discharging are controlled at the 10% target. Done means calibration reaches 10% and continues without unplugging the charger or manually discharging the battery.
