[Bug] The floating toolbar keeps flickering when I select text

### Bug Description

The floating toolbar appears when I stop selecting text
It shouldn't appear again when I just stop moving my cursor

### How to Reproduce

1. Open a document and start selecting text
2. Hold the left mouse button and stop moving the cursor. The floating toolbar appears
3. Keep holding the left button and start moving the cursor again
4. Stop moving the cursor again. The floating toolbar appears again

### Expected Behavior

Keep the floating toolbar always visible if the text is selected
