[Bug] package checksum keeps changing after release

### Bug Description

Historically this has happened before, after a release file has been published, hours later the same file is modified, causing the checksum to change. This is causing an additional maintenance burden for package maintainers and users depending on the specific time they download.

### How to Reproduce

Download the latest deb/rpm/tar.gz package immediately after release, then the next day download it again and the files differ.

### Expected Behavior

The released packages to stay the same, checksumwise.

The solution is to build a draft release and then once the build workflow is fully complete then remove the draft tag for publication.
