[FR] Split workspace settings from appflowy settings

### Description

Workspace settings should be move totally away from the appflowy settings

It should be another modal.

In the current format, there is appearance settings in the `Workspace settings ` which are in fact, globally.

### Impact

Better distinction between Workspace and Appflwoy global settings. that's is related to https://github.com/AppFlowy-IO/AppFlowy/issues/5967
