[FR] Alerts & Repeated Alerts

### Description

Be able to add an date and time when an note will go off as a notification.

Notes can have a single one time alert or have repeated alerts which will repeat, every X hour, days, weeks, or months.

### Impact

Allow notes to be also reminders for the user
