[Bug] Web app workspace switcher shows only some workspaces, even though the API returns all of them

**Describe the bug**

The workspace switcher dropdown in the AppFlowy Web app (self-hosted, browser) only displays 4 out of 7 workspaces that belong to my account. The missing workspaces are always the 3 most recently created ones. This happens in a fresh incognito/private browser window (no cached local storage), so it is not a client-side caching issue.

I confirmed via direct API calls (with a valid bearer token) that both `/api/user/workspace` and `/api/workspace?include_member_count=true` correctly return **all 7 workspaces** in the JSON response. The AppFlowy mobile app (iOS), using the same account against the same server, correctly displays and lets me switch between all 7 workspaces.

So the bug is isolated to the workspace-switcher UI in AppFlowy Web — it receives the complete list from the backend but only renders a subset.

**To Reproduce**

1. Self-hosted AppFlowy Cloud deployment (docker compose, `appflowyinc/appflowy_cloud`, `appflowyinc/appflowy_web`, `appflowyinc/gotrue`, images at `:latest`)
2. Account with 7 workspaces, created over time via the AppFlowy iOS app and/or web
3. Open AppFlowy Web in a browser (tested in Firefox and Vivaldi, both Chromium- and Gecko-based), log in
4. Open the workspace switcher (top-left dropdown)
5. Observe: only 4 workspaces are listed
6. Compare with the iOS app on the same account: all 7 workspaces are listed correctly

**Expected behavior**

The workspace switcher should show all workspaces returned by the API — same list as the mobile app.

**Evidence**

Direct API call with the logged-in user's bearer token:

Both return all 7 workspace objects (verified via `curl` + inspecting the JSON), including the 3 that are missing from the web UI dropdown.

**Environment**
- Deployment: self-hosted, Docker Compose, `:latest` tags (appflowy_cloud, appflowy_web, gotrue, admin_frontend, appflowy_worker, ai, appflowy_search)
- Server: `appflowy_cloud` reported version 0.15.21 at first deploy in June 2026, later upgraded to the current `:latest` in August 2026 (issue persisted across both versions)
- Browser tested: Firefox (latest), Vivaldi (Chromium-based, latest) — both affected
- Mobile app (iOS, latest App Store version) — NOT affected, shows all workspaces correctly
- Platform: Raspberry Pi (ARM64), accessed via Tailscale (HTTPS with valid cert)

**Additional context**

This was discovered while debugging an unrelated connectivity issue. Not a caching problem — reproduced in a clean incognito window with no local storage.
