ADD automatic rollbacks on rollout failure

This one will require using [helm integration tests](https://github.com/AnubisLMS/Anubis/issues/395) and kubectl in the cd/ci to determine if a rollout was successful or not, then do a [helm rollback](https://helm.sh/docs/helm/helm_rollback/#helm) to undo the changes.

One thing that will need to be very carefully handled here is database migraion rollbacks.
