KISKA Loadouts Workflow Improvements

# Description

Improve the workflow for using assigned loadouts to units and assigning them at spawn. Currently developers have to create and use a CBA eventhandler for when a unit type spawns to assign a loadout. It's also labor intensive and tedious to export the loadout lists for units using `fn_exportLoadouts`.

# Acceptance Criteria

- [ ] Improve workflow for exporting unit loadouts to config.
- [ ] Improve ease of spawning units with loadouts that have been configured
- [ ] Add KISKA bases support

# Implementation Suggestions

- Add a right-click context menu button that will create the entire exported class for a list of units in eden that have been highlighted
- Add the ability to automatically activate a loadout config for all units of a given type and/or connect it to KISKA bases
