Add system for temporary custom settings

To support other HUD mods such as OPTRE, there should be a system for having temporary settings of the compass image, size, and placement.

This can be conducted with a dedicated function that applies these temporary values. There will also need to be a global bool that will keep someone from being able to edit certain CBA settings when temporary values are applied.

For the placement it would likely only need to be applied to the main group placement.
