Tools Page should have an easy-to-copy link for the Parent Reg form to share

Goal:
We want the word to get out that there is a quick way for parents to update student registrations online, or start a new one, for new families. The experience should be ultra-simple to share and feel official, friendly, and filled with valuable information

Requirements:
1. identify a place in the UI that Coaches will notice and remember for when they need it
2. have a quick way to copy the URL to post, send, share
3. have an Information popup or page to explain how best to use the link and a description of the UX they can easily share, recite, or send to parents along with the link

Start at the Tools Page and trace the UI entry point used by Coaches. Identify where the Parent Reg link can be placed, then define the copy-link interaction and the information popup or page from the stated requirements. Done means Coaches can find and copy the URL and can access shareable guidance for parents; the issue does not name a file or test.
