School Attending is being lost after saving. -- Value needs to be editable at the front end

**Issue**
Currently the field is being overwritten at the back end somewhere

**Solution**
If the field is null the FE will _suggest_ the school attending from an Enrollment but not require it
The field is for tracking students who walk/transit locations.

**Considerations**
Program leadership may think of exceptions or new business rules. We should first attempt to accomodate those on the back end before changing the Web App(s)
