Migrate Household Records to Party Relationship Group model and test against key reports

### Goal:
Program and Fundraising require Household identity and relationships for Parent and Donor reporting and tracking

### Requirements:

- [ ] Identify 3-6 Key Reports for Program and Development to use in verifying the migration
- [ ] Evaluate whether and how we can move all data to the new Party Relationship Group and avoid making legacy objects/relationships
- [ ] Create a "field map" for what records will be copied to which new objects
- [ ] Set up a record copy process for the above
- [ ] Create the Key Reports and verify they are the same in both systems
- [ ] Have Stakeholder
