(bug) Archived Waivers are returned to apps

Goal:
Only valid waivers should be provided for review & acceptance. Old waivers are marked "archived" to preserve histlry

Requirement:
-The API should check Archived__c. if it is TRUE is should not be returned, even if there are no others available
- if Archived__c is true, return the most recent (last) qualifying record
- if the Active_End date is before the current date, then it should not be returned
- if no qualifying waiver is available, then error "No current waiver found" should be returned
