EPIC: Data Quality Control needs a web-app Workflow to deal with exceptions

The District Systems and SCORES Salesforce Contact records need to be in sync before attendance data can be accurately synced.
Case 1: A new student is added to a District DB and then hand-entered at a different time in SCORES DB. The students need to be matched on name, birthdate. A student with multiple names may be parsed/entered differently by users in each system. API returns multiple results which have to be hand-reviewed to pick the correct match the first time.

Case 2: No record exists in the SCORESDB and a new Contact record needs to be created, but a hand-review is needed to verify the student is active in the program

Case 3: No record exists in the District system and a new record needs to be created there, using the enrolled contact from Salesforce. The student contact was entered by the Coach using the Coach App but is incomplete. A program manager or coach needs to review, verify and possibly update the student contact fields.

The workflow should allow the user to easily categorize and group the exceptions by type and select the automated change required, or use a link to open the correct record in salesforce to make edits.

This is an epic as some design is needed as well as feature detail.
