[TBD] An invisible overlay provides contextual menu option on all List Views

proposed solution to removing the button, providing clean presentation of regional colors, and a UI that is more organized.
1. The position and dimensions of the region will need to respond to the react layout. Can the the Title Bar provide Upper-Left and Lower-Right coordinates? Anchor-pins that can save their coords to a global?
2. The action on the region should be a simple touch but potentially we might want to add or use press-and-hold or drag actions to activate menus
3. A menu can animate down, window-shade style or as an overlay, at least for MVP
Specification Recommendations:

The menu needs to be contextually relevant:
- In Sessions View, it would provide access to Add/Remove Sessions
- In Team List, it would provide access to Create Team/Season, Enroll/Remove Student
- In Attendance View, it would bring up Session-Type Changes, Enroll/Remove Student, Survey, Fitness Tests...
