Description

Reproduce:

1. open a website with a typical [大外宣](https://en.wikipedia.org/wiki/Propaganda_in_China#External_propaganda) audience
e.g.
- http://chinaplus.cri.cn/recommended/1661/436968
- http://en.people.cn/n3/2020/0317/c90000-9669139.html

2. see the message net::ERR_CLEARTEXT_NOT_PERMITTED

Cause:

[Since Android 9, by default web widget disallow clear-text (non-https)](https://stackoverflow.com/questions/54752716/why-am-i-seeing-neterr-cleartext-not-permitted-errors-after-upgrading-to-cordo)

Why is it a problem:

Many websites in China opt to not to use https since the Party can't sensor what's in the https and might shut you down. (Big sites like Baidu have special backdoors so they are exempted.) Website especially those based in China for Chinese audience, demonstrates such bug (including Chinese blockchain-related sites). Even People's Daily English Version, which is oriented towards an international audience, failed to have the entire page covered in https [example](https://www.chinadaily.com.cn/a/202003/18/WS5e718541a31012821727ffc2.html) Given China's mark up of global crypto users we must respond to the user's need.

Suggestion:

Display a warning message that the user can click through to open such websites.
