Return test tasks from unresponsive test nodes into the queue

Test nodes might become unresponsive due to infrastructure problems and because of that we have to reschedule test tasks manually. To avoid manual intervention, we should implement mechanism in test scheduler (or test nodes) that will get list of running tasks and put them back into the queue if test nodes are unresponsive
