Deduplicate download/build of src.rpms when the build source is a remote src.rpm

Right now, when we build something from a given src.rpm, we download/rebuild it twice.

This path for creating builds has not received much love since it was originally implemented, so we should ensure that arch build tasks reuse the src.rpm already used/built in the `src` arch.
