Take into account already skipped erratas

When processing new erratas in public-errata-parser, we don't take into account those that, for one reason or another, were already discarded. These discarded erratas are usually erratas that affect packages that are not part of AlmaLinux and are discarded again and again. We need to put a mechanism in place to avoid this, such a state file that saves this information and can be read upon starting.
