[BUG]: File creation dates January 1, 1970

### Current Behavior

Container is built with all files having a date of January 1st, 1970.

This may not have any major effect on the system itself.

### Expected Behavior

Files should have a date related to the container build date.

### Steps To Reproduce

ls -lah /

### Search terms
