Description

It's currently possible for multiple `RouterClient`s to connect to a single `RouterServer`. This may not be ideal in cases where a particular `RouterClient` broadly needs exclusive access or needs exclusive access to either certain function calls or received streams.

Example:
* if the `RouterClient` is the basis for a teleop GUI, multiple GUI instances should not all be allowed to control the `RouterServer` target.

We need a way to define what RPCs and streams are available to different kinds of users or multiples of the same client (i.e: what counts as "reading" vs "writing" the server target.) Then we need a way to limit access based on those limitations.
