説明
The Harp Protocol has a bit that indicates whether or not the device produces a clock synchronization signal (in addition to receiving one). This exists in the [`R_CLOCK_CONFIG`](https://harp-tech.org/protocol/Device.html#r_clock_config-u8--synchronization-clock-configuration) core register.
We should mark this bit for consistency with the Harp spec and for QC analysis.
