Short-Circuit Detection

We need to be able to alert the user if short circuits exist.
To do so, we need to:
* Handle RISING edges from the window comparators
* Identify which channel is shorted.
* Push Harp Events if a short circuit exists when we try to play a waveform.
* We only need to do this once each time we start a waveform.
