Consider standardization a concept of "application name"

This sorta already exists, but the idea is that downstream applications pull clabe as a launcher framework. Those applications should have a name. Currently that name is important in multiple places:

- otel configuration
- curriculum tables
- logging
- etc....

A few ideas come to mind:

- use the python package as an entry point to derive this name
- Use the name of the repository that the launcher is currently running from
