Description
we have a surgery procedure for Sample Collection for collecting blood samples (used by NBA).
We need to make this a generic procedure for a variety of different types of clinical/non-clinical samples removed from a subject.
I don't think this belongs in surgery procedures, but we should revisit why we did that with NBA (I think it's something like they do some of their sample collection in conjunction to other surgical procedures and want it represented in the Surgery).
We need to assign a specimen_id to the resulting sample.
